
Newport City Council has refused plans to turn a service garage and car sales business back to its original use as a forecourt.
The Council said the application for the site in High Cross Road, Rogerstone, Newport contained insufficient information on how the change of use would affect local roads. The authority was also concerned about the ‘significant adverse impact’ it would have on existing retailers in the area.
According to the Highways department, the application was not “clear, complete or sufficiently detailed”.
“It seems to raise some issues with the neighbouring PFS operation, but these would also apply to this one. In addition, the junction separation would raise concerns and the visibility splays must be demonstrated.
“There is no assessment of parking needs or trip generation. There is no information regarding servicing which should include frequencies and swept path assessments for HGVs and management proposals.
“The internal layout does not guide vehicles or provide for pedestrians and cyclists. In conclusion, Highways would recommend refusal on grounds of failure to demonstrate no harm,” said the Highways report.
